HOW CAN A PROJECT COST $13.2M, BUT CREATE NO ADDITIONAL IMPACT?

There is school building debt maturing in the near term.  This new debt would replace the old debt.

ARE ATHLETICS INCLUDED IN QUESTION #1?
The March 2020 community survey specifically said that there was not support for athletic facility improvements, as such there are no projects included for athletics.

MY GRADUATING CLASS IN THE 1980S WAS DRAMATICALLY LARGER IN A SMALLER BUILDING. WHY DO WE NEED MORE SPACE IN THE MCGREGOR SCHOOL?
Much of the space added since the 1980s was educational services support, office, auditorium and gymnasium space.  Furthermore, we are educating students at an earlier age now in our “Pre-Kindergarten” program and our Special Education student population, as a proportion of the overall group, is greater than at any time in the past.  We are mainly reinvesting in our existing building to provide better use of our space.  We are adding an Early Learning Center to separate these very young learners from much older students as well as to create a proper space to address demand for these services.

OUR SCHOOL IS WELL-MAINTAINED AND SEEMS TO BE IN GOOD CONDITION. WHY DO WE NEED TO INVEST?
Like your home, you maintain your furnace and other systems; but occasionally the furnace, the roof as well as other replacement maintenance needs to occur to preserve your investment.  Our school is well-maintained.  The requested investment addresses needs to protect the investment already provided by our taxpayers.

THE QUESTION #2 OFFERS A "COMMUNITY FITNESS CENTER" , WHAT WILL THE DAYS/HOURS LOOK LIKE?
The school district plans to extend the current fitness center hours to provide more accessibility for the community. Once community feedback is received, operating hours will be determined.

HOW DO WE KNOW THE PROJECT IS BASED ON NEEDS AND NOT WANTS?
The school district hired a third-party professional survey firm who mailed ~2,300 surveys to every home in the school district.  The survey results shared the prioritized list if projects that needed to be done versus want.  The results were reviewed by a 22-person community task force who confirmed the priority of the projects including investment in: building safety/security, Career & Technical Education (Industrial Arts), Academic Space and Deferred Maintenance.

WILL THE IMPROVEMENTS IN QUESTION #1 HELP IN THE EDUCATION OF OUR CHILDREN?
Not only are the improvements solely focused on education, but also safety and security and reinvestment in assets that our taxpayers have already paid for to make sure we keep them in good working condition into the future.

SAFETY AND SECURITY IS IMPORTANT TO ME. HOW WILL THIS PROJECT IMPROVE THESE ISSUES?
The High School office is located in the interior of the building and during the day the front doors remain unlocked.  This project will move the High School office to the front of the building and create a safe and secure entry forcing people to be “buzzed” into the office and be required to check-in before entering the building.  Other security improvements include door access and CCTV.

NOT EVERY CHILD SHOULD FEEL OBLIGATED TO GO TO A 4-YEAR UNIVERSITY. WILL THIS PROJECT IMPROVE TRADES AND TECHNICAL EDUCATION?
The Career Trades & Technical Education (Industrial Arts) was prioritized as second only to safety and security improvements.  This classroom area will be enhanced with a clean room for high-tech equipment which requires a dust-free space to operate.  The classroom will be enhanced with better lighting and classroom tools, the workshops will have improved lines of sight through glass walls for better instructor visibility and better natural lighting for our students.

WILL THE REFERENDUM FUNDS BE SPENT ON OPERATIONAL EXPENSES LIKE TEACHER SALARIES?No. Legally, a capital referendum’s investment cannot be used for ongoing district operational expenses.

IS THERE CURRENTLY SPACE IN THE SCHOOL BUILDING THAT ISN'T BEING USED?
There is no space anywhere in the school that is not being utilized, but much of the space has been used ineffectively and creates challenges for teachers/staff.  The planning over the last ten months and the proposed project work creates a plan to maximize the beneficial use of a building.

WHAT IS 21ST CENTURY LEARNING?

The term "21st-century learning" is based upon a skill set generally used to refer to a certain core competencies such as collaboration, digital literacy, critical thinking, and problem solving that schools need to teach to help students thrive in today's world as technological and societal changes happen at an ever-increasing pace. It is an education that sets children up to succeed in a world where more than half of the jobs they'll have over their careers don't even exist yet.

WILL TEACHERS AND STAFF BE ABLE TO PARTICIPATE IN THE DESIGN OF THE SCHOOL OR IS THAT WORK ALREADY COMPLETE?
Design will only start if the community supports the project work on August 11th. The drawings we have today are nothing more than colored blocks on our existing floor plan which is needed for the purposes of budgeting for referendum. We have directed our design consultant to ensure our teachers and staff are involved in design development if we are fortunate enough to receive enough public support.

WILL THE BUS GARAGE BE USED DURING THE SCHOOL YEAR? I THOUGHT MOST DRIVERS TOOK THEIR BUSES HOME.
Historically our buses have not had a home to be stored during off hours. Our bus fleet, which is owned by the McGregor School District, has a worth of between $1,000,000 and $1,200,000. The district needs to protect this investment and maximize the value we receive from each bus. Buses will be housed in the new bus garage when not in use. 

OUR CURRENT FITNESS CENTER RUNS IN THE "RED" EACH YEAR WHICH IS PAID OUT OF THE GENERAL FUND. HOW WILL THE EXPANSION/NEW SPACE IMPROVE USE AND REVENUE GENERATION?
The new space located on the perimeter of the building (versus inside student space) will permit longer hours and a variety of greater community uses. This additional space, easier access and longer hours will increase revenue. Furthermore, a marketing plan and supporting budget will be put in place to broadcast the availability and function of the fitness center which will also increase use. 

WHAT HAPPENS IF QUESTION #1 PASSES, BUT QUESTION #2 DOES NOT?
The band and fitness spaces will remain the same.

BASED UPON THE CURRENT PROPOSED LAYOUT, 21ST CENTURY LEARNING WILL ACTUALLY BE LOSING SPACE. HOW DO WE ENSURE THIS PROGRAM HAS AT LEAST THE SAME AMOUNT OR MORE SPACE THAN THEY DO TODAY?
The 21st Century Learning program staff will be part of the design process to best provide needed space and resources if we are fortunate enough to earn community support. 

SHOULD THE REFERENDUM PASS, WHAT IS THE ANTICIPATED TERM OF THE GENERAL OBLIGATION BONDS?
If we are fortunate enough to receive enough support the final bond payment would occur in February of 2044, or 23 years.
